The Dune Ridge non-motorized, portable, prefabricated modular homes are merely manufactured homes and must satisfy the requirements of City Ordinance Section 154.022, and specifically Sections 154.022(J)(1)-(8). In addition, since the prefabricated modular tiny homes are not boats, vessels or watercraft, as defined by section 154.005, they cannot be installed in a marina as the only thing permitted to be secured or moored at a marina is a “watercraft.” (See Section 154.205(B)). Any deviation from these permitted uses ("special use") must be approved by the Saugatuck Planning Commission (Section 154.037(C)(1-10)) and the developer has thus far attempted to circumvent the Planning Commission. Non-motorized floating homes are not a permitted use in the Resort District where the Dune Ridge docks are located under city zoning ordinances (see sections 154.005 and 154.037(B)(1)-(3)). However, current city ordinances already address these prefabricated modular tiny homes and additional ordinances are unnecessary. The intention of the developer appears to be to operate them as small hotels or short-term rentals and to circumvent established planning and zoning processes, which has prompted the City Council to propose implementing a floating home ordinance to allow tiny home development to continue. A developer (Dune Ridge) wants to install at least four portable, prefabricated, modular tiny homes on barges at its marina next to the Chain Ferry landing along Park Street. ![]()
